Yes. The price shown is per user per month and is calculated from the workspace's active seats. The free plan is free forever, with no upfront payment.
The longer the billing period, the bigger the discount on the monthly price. The same percentages apply when you buy inside the product — nothing different from this page.
When you upgrade, the remaining credit on your current plan is prorated by day and taken off the new price. A downgrade applies right away too, and the unused value of your current plan becomes extra time on the new one, so you don't lose anything.
Every limit is in the comparison table on this page, and those are the same values the product applies. “Unlimited” means that item has no numeric cap.
VAT at the current rate is added when the invoice is issued, and it is shown clearly on the pro forma invoice before you pay.
